Clegg Industries has built custom sensitive compartmented information facilities for military branches, federal agencies, defense contractors, and intelligence community clients for nearly 50 years. We manufacture SCIFs on a range of platforms, such as mobile trailers, ISO shipping containers, modular structures, and specialty vehicles, and we build each one from scratch to your project's specific accreditation requirements.

This is not a catalog operation. Every SCIF we construct is a custom build, designed around your mission, your environment, your security requirements, and your timeline. Clients come to us because we understand the technical and compliance demands of SCIF construction, and because we have the manufacturing capability and track record to deliver on them.

Built to Your Requirements, Not a Template

SCIF construction requires more than RF shielding and a certified door. The platform, the deployment environment, the accreditation path, the electrical configuration, the HVAC treatment, the ACS requirements, all of it has to be engineered together and verified before the facility can be approved for use. We have done this enough times to know where projects go wrong, and we build our process around preventing those problems.

Whether you need a fixed modular structure for a permanent installation, a trailer-mounted mobile SCIF that can be repositioned and redeployed, or an ISO container conversion built for air transport to a forward operating location, we build a custom version of each platform type. We work from your approved designs, or we can develop the design ourselves based on your operational and accreditation requirements.

Our team includes experienced fabricators, certified welders, project managers, carpenters, and technical staff who have built SCIFs for some of the most demanding defense and government programs in the country. That depth of in-house capability matters in SCIF construction, where every trade has to work in sequence and the margin for error is low.

Structure and Shielding

RF and EMI shielding built to ICD 705 and TEMPEST requirements
STC-rated acoustic treatment including sound deadening insulation, sheetrock, plywood, wall carpet, and acoustic ceiling tile
Steel floor plate and reinforced structural modifications to the base platform
Honeycomb HVAC filters to prevent RF leakage through air penetrations
DuctSox ventilation systems

Access Control and Security Hardware

Certified SCIF doors with STC/RF ratings, CDX10 hardware, and cipher and day lock configuration
IDS (Intrusion Detection System) installation
ACS (Access Control System) installation
Vestibule construction for access control staging

Electrical and Data

Power filtering and isolated electrical panel
Secure and unsecure data raceway (Mono-Systems or equivalent)
US and foreign electrical standards depending on deployment location
Surface-mount receptacle and conduit systems

Interior Build-Out

Operator workstations with desk and monitor mounting provisions
LED interior lighting
Black coin flooring and wall finishes
Interior layout designed around your staffing and equipment requirements

Certification and Testing

Third-party RFI and acoustical testing with written report
ATTLA and Internal Air Transport Certification support for air-transportable units
Documentation support for accreditation review

Clegg Industries is a registered manufacturer and service provider with the U.S. Department of State's Directorate of Defense Trade Controls (DDTC). We are fully compliant with the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and all applicable U.S. export control laws governing the design, manufacture, and delivery of specialty military structures.

We understand that the clients who need SCIFs built cannot afford to work with manufacturers who cut corners on compliance. Our registrations, certifications, and quality program are documented and available for review. If your procurement process requires it, we will work with your contracting and security teams directly.

Clegg Industries was founded in 1979 in Victoria, Texas. In that time, we have built specialty vehicles, trailers, and structures for every branch of the U.S. military, multiple federal agencies, major defense contractors, and programs ranging from NASA's space shuttle support to forward-deployed military operations.

Our SCIF construction work is part of a broader manufacturing operation that handles some of the most technically demanding projects in the specialty vehicle and structure industry. We have the facility, the workforce, and the institutional knowledge to take on complex, high-stakes builds and deliver them on schedule.
