SCIF Rooms and Structures

Not every SCIF needs to move. For clients who need a permanent or semi-permanent secure facility, a fixed SCIF room or structure is often the right answer, purpose-built, placed on site, and designed to meet your facility's specific accreditation requirements without the constraints of a wheeled platform.

Clegg Industries builds custom SCIF rooms and structures on several configurations, including ISO shipping container conversions in 20 ft. and 40 ft. sizes, custom electronic shelters, and other modular and standalone structure types. We have built fixed and semi-fixed SCIFs for military installations, defense contractors, and government agencies for nearly 50 years. Every build is engineered to the customer's operational requirements, deployment environment, and accreditation path.

What Sets Fixed SCIF Structures Apart

A SCIF room or structure that is not going to move on a regular basis can be engineered differently than a mobile unit. Transit loads, road vibration, and tow vehicle constraints are not factors, which means more of the design can be focused purely on shielding performance, interior layout, and long-term operability.

That said, many of the container-based SCIF structures we build are designed to be repositionable, placed by crane or forklift, connected to shore power, and operated indefinitely in one location before being relocated if mission requirements change. That combination of deployability and fixed-facility performance is one of the reasons ISO container SCIFs are a popular choice for military and defense clients.

What We Build Into SCIF Rooms and Structures

Our SCIF room and structure builds include the same core capabilities as our trailer and vehicle builds, engineered for the specific platform. This includes the following.

RF and EMI shielding to ICD 705 and TEMPEST requirements
STC-rated acoustic treatment including sound deadening insulation, sheetrock, plywood, wall carpet, and acoustic ceiling tile
Certified SCIF doors with STC and RF ratings, CDX10 hardware, and cipher and day lock configuration
Vestibule construction for access control staging
IDS and ACS installation
Isolated power panel and power filtering
Secure and unsecure data raceway
Honeycomb HVAC filtration on all air penetrations through the shielded envelope
Operator workstations, LED lighting, and interior finishes
Third-party RFI and acoustical testing with written report

SCIF Structure Configurations

ISO 20 ft. Containers

20 ft. ISO shipping containers converted to fully shielded SCIF rooms. The smaller footprint makes these well suited for installations where space is limited or where the container needs to be placed inside an existing building or structure. Past projects include EMI shielded structures and shipping container modifications built to full RF shielding requirements for defense clients.

ISO 40 ft. Containers

40 ft. high cube ISO container SCIFs provide significantly more interior volume and are the most common container platform for multi-operator secure facilities. Past projects include a custom 8' x 40' high cube SCIF enclosure built with seven operator workstations, full acoustic and RF treatment, IDS and ACS installation, and third-party RFI and acoustical testing with written report.

Custom Electronic Shelters

Purpose-built electronic shelters for military and defense applications. These structures are designed around the specific electronic, thermal, and shielding requirements of the equipment they house. Past builds include military-spec electronic shelters built for demanding operational environments.

Other Structures and Custom Fabrications

Modular buildings, custom enclosures, and standalone structures that do not fit neatly into a standard container or shelter category. If your SCIF room requirement has unusual dimensions, a unique placement environment, or specifications that fall outside standard configurations, this is where that work lands. We build from your drawings or develop the design in-house.

Compliance and Certification

Defense and government clients working on classified programs need manufacturers they can verify. Clegg Industries is registered with the U.S. Department of State's Directorate of Defense Trade Controls (DDTC) and maintains full compliance with ITAR, the Export Administration Regulations (EAR), and all U.S. export control laws governing the design and manufacture of specialty military structures. Our quality program documentation is on file and available to your contracting and security teams on request.

Built and Tested In-House

All structural fabrication, RF shielding, electrical work, HVAC installation, cabinetry, and interior build-out is handled by Clegg's own technical staff at our Victoria, Texas facility. We do not subcontract the shielding or electrical work. When the facility goes to third-party RFI and acoustical testing, it has been built by people who have done this before and know what it takes to pass.
