Clegg Industries is a custom SCIF manufacturer based in Victoria, Texas. We build sensitive compartmented information facilities on every major platform, fixed modular structures, ISO container conversions, trailer-mounted mobile units, and specialty vehicles, for military branches, federal agencies, intelligence community clients, and defense contractors across the country.

Custom SCIF Construction

Fixed and modular SCIF structures built to ICD 705 requirements, including RF and EMI shielding, acoustic treatment, certified SCIF doors and hardware, IDS and ACS installation, power filtering, and secure and unsecure data raceway. Credentials and Compliance

Clegg Industries is a registered manufacturer and service provider with the U.S. Department of State's Directorate of Defense Trade Controls (DDTC). We are fully compliant with the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and all applicable U.S. export control laws governing the design, manufacture, and delivery of specialty military structures and vehicles.

We support ATTLA and Internal Air Transport Certification for air-transportable units. We build to US and foreign electrical standards. Our quality program is documented and available for review as part of your procurement process.

Clegg Industries was founded in 1979. In the decades since, we have built specialty vehicles, trailers, and structures for every branch of the U.S. military, multiple federal agencies, NASA's space shuttle program, major defense contractors including Boeing and Northrop Grumman, and government clients ranging from the Department of Veterans Affairs to the Bureau of Alcohol, Tobacco, Firearms and Explosives.

Our SCIF work sits within a broader manufacturing operation that handles some of the most technically demanding projects in the specialty vehicle and structure industry. That institutional knowledge matters. We have built enough SCIFs to know what fails at inspection, what causes accreditation delays, and how to engineer a facility that passes the first time.

What types of SCIFs does Clegg Industries build?

We build SCIFs on four main platforms: fixed modular structures, ISO shipping container conversions (20 ft. and 40 ft.), trailer-mounted mobile units, and self-propelled specialty vehicles. Every build is custom. We do not sell off-the-shelf SCIFs.

Is Clegg Industries ITAR registered?

Yes. Clegg Industries is a registered manufacturer and service provider with the U.S. Department of State's Directorate of Defense Trade Controls (DDTC) and is fully compliant with ITAR and the Export Administration Regulations (EAR).

Can you build from our drawings, or do you design from scratch?

Both. We work from customer-approved drawings and specifications when provided. If you do not have drawings, we develop the design in-house based on your operational requirements, deployment environment, and accreditation needs.

Do you provide accreditation support?

We support the accreditation process through proper construction to ICD 705 requirements, coordination of third-party RFI and acoustical testing, and written test reports. We also support ATTLA and Internal Air Transport Certification for air-transportable units. Final accreditation authority rests with the government, but we build the facility to give it the best chance of passing.

Do you handle all the subsystem work in-house?

Yes. Our electrical technicians, fabricators, HVAC installers, carpenters, and certified welders are all Clegg staff working in our Victoria, Texas facility. We do not subcontract the shielding, electrical, or fabrication work to outside trades.

Do you build SCIFs for clients outside of Texas?

Yes. We have delivered specialty vehicles, trailers, and structures to clients across the country and internationally. Location is not a barrier. Contact us to discuss delivery and logistics for your project.
