Modular SCIF Rooms

Clegg Industries builds modular SCIF rooms inside 20-foot and 40-foot shipping containers and larger shielded buildings. We build each one in our Victoria, TX shop. We work with your government security team from the start.

We have built for every branch of the U.S. military, federal agencies, defense contractors, and NASA’s space shuttle program since 1979. When you call us, a person picks up.

What Is a SCIF Room?

SCIF stands for Sensitive Compartmented Information Facility. It is a room approved for work with a type of classified information called SCI. The government sets the rules for building one in a directive called ICD 705.

Here is the part most first-time buyers don’t know. A room is not a SCIF because of how it was built. It becomes a SCIF only when a U.S. government security office accredits it. No builder can grant that approval. We can’t either.

So the first question is not about walls or doors. It is this. What government program or contract needs you to handle SCI?

Were you asked to find a SCIF but have never bought one? That is most of the people who call us. Start with a phone call and we will help you sort out what you need.

Can a Private Company Have a SCIF?

Yes. Defense contractors, labs, and industrial companies have SCIFs inside their own buildings. The company needs a real government need for SCI, a government sponsor, and the right facility clearance. A company can’t sponsor itself.

No government need? You can still get a very secure room. We call that a commercial secure room. You will find it further down this page.

Container SCIFs From 8 to 40+ Feet

Most of our modular SCIFs start as ISO shipping containers. We build in 20-foot and 40-foot units. That includes high cube containers, which give you extra headroom. Sizes run from 8 feet to more than 40 feet.

A container SCIF can keep the plain look of a shipping container on the outside. On one job we left the outside untouched for security.

Some jobs need more room than a container gives. For one client we built RF shielding into the walls, ceiling, and floor of a 14 by 51 foot modular building.

What Goes Into a Clegg SCIF Room

Here is what we built into one 8 by 40 foot high cube SCIF (Project №575).

  • An STC 50 RF SCIF door with a cipher lock, plus a steel outer door
  • A 4-foot entry vestibule and a 4-foot mechanical room for the AC, power panel, and power filter
  • Sound-deadening insulation, 5/8-inch plywood and sheetrock, and acoustic ceiling tiles
  • A 3/16-inch steel floor plate
  • A 3-ton AC unit with heat, honeycomb filters, and DuctSox® air vents
  • 100-amp electrical, a power filter, and separate raceways for secure and unsecure data
  • Seven operator workstations
  • An installed intrusion detection and access control system (IDS/ACS)
  • Third-party RFI and acoustical testing with a written report

Every build is custom and the plan your security team approves. Yours will match your layout, your headcount, and your equipment.

How a Modular SCIF Project Works

The order matters. Building the room first and asking for approval later is how SCIF projects go wrong. Your government security team should weigh in before the design is final.
  1. Confirm the government need.Name the program or contract, the agency sponsoring it, and the office with security oversight.
  2. Confirm your clearance.Your company may need a Facility Clearance and program access before work starts.
  3. Bring in the security team early. That can include the Accrediting Official, the Special Security Officer, your Facility Security Officer, and a TEMPEST authority. We take direction from them.
  4. Approve the design. The security team signs off on the design and a construction security plan.
  5. We build and test. Our crew builds the room in our Victoria shop to the approved plan. That includes the shielding, electrical, HVAC, and carpentry. Outside testers run RFI and sound tests, and you get the written reports. We fix anything the inspections turn up.
  6. The government accredits. The room becomes a SCIF when the security authority grants accreditation.

Commercial Secure Rooms for Private Companies

Some companies don’t do classified work but still need a room nobody can listen in on. Think trade secrets, research, or board meetings. We build those too, using what we have learned building SCIFs.

We call these commercial secure rooms, not SCIFs. That is on purpose. A room without government accreditation is not a SCIF, and we won’t sell it as one.

We build each commercial secure room around your actual risks. That can include:

  • High-STC walls and doors that keep conversations inside
  • Sealed openings and sound-dampened air ducts
  • Reinforced walls and protected openings
  • Electronic access control, entry logs, and intrusion alarms
  • Protected cable paths, planned with your IT team
  • RF shielding when your risk calls for it

Want the option of government accreditation someday? We can design with that in mind. No builder can promise you will get it.

One Shop Builds the SCIF and the Trailer It Rides On

Most SCIF builders only build the room. If you need that room on a trailer, you have to hire a second company. Clegg builds both in the same shop. You get one contract, one team, and one quality program.

If your SCIF may need to move later, we can build it onto a trailer from the start.

Modular SCIF Projects

Project №575, Custom 8' x 40' High Cube SCIF Enclosure

A 40-foot high cube container SCIF with a vestibule, mechanical room, seven workstations, IDS/ACS, and third-party RFI and acoustical testing.

Project №492, EMI Shielded Structures

Seven containerized structures built to ICD 705 and ICS 705 so our client could submit them for accreditation. Each came with power, lighting, heating, cooling, physical security, and electronic security systems.

Project №469, Shipping Container Shielded Enclosure

Two 20-foot shipping containers turned into shielded rooms. The outside was left looking like a standard container for security.

Project №465, Modular Building RF Shielded Enclosure

A 14 by 51 foot commercial modular building with RF shielding between double layers of walls, ceiling, and floor.

Do you subcontract any of the work?
No. Clegg staff in Victoria do the shielding, the electrical, and the fabrication.
Do you build SCIF rooms for clients outside Texas?
